Alan Shapiro (education reformer) was an American educator and reformer who dedicated his life to improving the quality of education in the United States. He was born in New York City on January 15, 1926. Shapiro attended the City College of New York, where he earned a bachelor's degree in education in 1948. He then went on to earn a master's degree in education from Columbia University in 1950. Shapiro began his career as a teacher in the New York City public school system. He quickly rose through the ranks, becoming a principal in 1957 and a superintendent in 1965. He was appointed as the Deputy Commissioner of Education for the State of New York in 1967. In 1969, Shapiro was appointed as the first director of the National Institute of Education (NIE), a federal agency created to improve the quality of education in the United States. He served in this role until 1977. During his tenure, he was instrumental in the development of the National Assessment of Educational Progress (NAEP), a nationwide assessment of student achievement. Shapiro was also a leader in the development of the National Commission on Excellence in Education, which issued the influential report A Nation at Risk in 1983. This report highlighted the need for educational reform in the United States and was a major factor in the passage of the No Child Left Behind Act in 2001. Shapiro was the recipient of numerous awards and honors, including the Presidential Medal of Freedom in 2002. He passed away on April 15, 2011 at the age of 85.

It was as an English teacher at Isaac E. Young Junior High School (now Isaac E. Young Middle School) in the New Rochelle public schools that Shapiro, a founder and leader of the local unit of the American Federation of Teachers, began a collaboration with NYU education professor Neil Postman and Charles Weingartner to develop a model "school without walls" high school. This "Program for Inquiry, Involvement, and Independent Study " ("3Is") began operation within New Rochelle High School in 1970. The school eliminated grades, required courses, and required times of attendance and offered credit through seminars, community projects, and independent study efforts. (see Inquiry Education)

Alan Shapiro (January 15, 1926 – January 28, 2011) was an American educator and educational reformer who became a leading contributor to Teachable Moment, a New York City-based teacher education project of the Morningside Center for Teaching Social Responsibility which is an important proponent of effective, universal education. A graduate of Adelphi University and Columbia University Teachers College he also attended the University of Illinois before serving as a combat infantryman in the American Army in World War II. Shapiro taught for many years in the public school system of New Rochelle, New York.
