Aleksandr Maksimovich Yakovlev was a Soviet politician and diplomat who served as a member of the Politburo and Secretary of the Central Committee of the Communist Party of the Soviet Union from 1987 to 1990. He was a key figure in the reforms of Mikhail Gorbachev, and is often referred to as the "architect of perestroika". Yakovlev was born on 29 August 1927 in Leningrad, Soviet Union. He was the son of a Russian father and a Ukrainian mother. He joined the Communist Party of the Soviet Union in 1945 and graduated from the Leningrad Institute of Aviation in 1949. Yakovlev served in various positions in the Communist Party and the Soviet government, including as a member of the Central Committee from 1971 to 1990. He was appointed Secretary of the Central Committee in 1987 and served in this position until 1990. Yakovlev was a key figure in the reforms of Mikhail Gorbachev, and is often referred to as the "architect of perestroika". He was a strong advocate of glasnost and democratization, and was instrumental in the passage of the Law on Cooperatives in 1988, which allowed for the establishment of private businesses in the Soviet Union. Yakovlev was also a strong advocate of the Soviet Union's withdrawal from the Cold War and the dissolution of the Warsaw Pact. He was a key figure in the negotiations that led to the signing of the Intermediate-Range Nuclear Forces Treaty in 1987. Yakovlev retired from politics in 1990 and died in 2005 at the age of 77. He was buried in the Kremlin Wall Necropolis in Moscow.

1994

In 1993, Yakovlev was the coordinator of a group of representatives of federal government bodies of the Constitutional Conference of Russia, which finalized the "presidential" draft of the Constitution of Russia. On 18 February 1994, Yakovlev became the Plenipotentiary Representative of the President of Russia [ru] to the Federal Assembly. That same year, he had been a member of the UN Committee to Combat Torture. On 5 February 1996, he was relieved of his duties as the plenipotentiary representative. On 10 February, the office of the plenipotentiary representative in the Federal Assembly was abolished. That same year, he was elected rector of the Moscow New Law Institute. He was the chief researcher of the sector of criminal law and criminology of the Center for Theoretical Problems of Combating Crime of the Institute of State and Law of the Russian Academy of Sciences.

In 1989, Yakovlev was elected a People's Deputy of the USSR, and was a member of the Committee on Legislation, Law and Order of the Supreme Soviet of the Soviet Union.
