On 9 August 2019, Anti-Corruption Commission sued Mannan for Chairman for embezzlement from Bangladesh Industrial Finance Company Limited. He is the Secretary General of Bikalpa Dhara Bangladesh which is part of the Jukta Front.

2018

Mannan was elected to parliament from Laxmipur-4 as a Bikalpa Dhara Bangladesh candidate on 30 December 2018. He and two other candidates, Mahi B Chowdhury and M. A. Shahin, were backed by the ruling Awami League. He received 183,906 votes while his nearest rival, ASM Abdur Rob of Jatiya Samajtantrik Dal (Rab), received 40,993 votes. He was able to secure a nomination despite being a loan defaulter despite the Bangladesh Election Commission scrapping nominations of Bangladesh Nationalist Party candidates allegations of loan defaulting.
