Ali Khamis Seif is a Tanzanian politician and diplomat who served as the Minister of Foreign Affairs of Tanzania from 1995 to 2005. He was born in Zanzibar, and attended the University of Dar es Salaam, where he graduated with a degree in economics. He began his career in the Tanzanian government in the late 1970s, and served in various positions in the Ministry of Foreign Affairs, including as the Permanent Secretary from 1989 to 1995. In 1995, he was appointed Minister of Foreign Affairs, a position he held until 2005. During his tenure as Minister of Foreign Affairs, Seif was instrumental in the establishment of the East African Community, and was a key figure in the negotiations leading to the Arusha Peace Agreement, which ended the civil war in Burundi. Seif is currently the Chairman of the Board of Directors of the East African Development Bank, and is a member of the African Union's High Level Panel on Illicit Financial Flows.
