Lysne attended the University of Oslo, where he earned a degree in political science in 1951. He then went on to teach at the University of Oslo from 1951 to 1956. In 1956, Lysne was elected to the Norwegian Parliament, where he served until 1965. During his time in Parliament, he was a member of the Conservative Party. In 1965, Lysne left politics and returned to teaching. He taught at the University of Oslo until his retirement in 1991. Lysne has also served as a board member of several organizations, including the Norwegian Institute of International Affairs and the Norwegian Institute of Social Research.
