He completed a PhD in economics from Stanford University After graduating from Stanford, Coscelli chose to move to the United Kingdom instead of return to his native Italy. In 2006, Coscelli toldTime Magazine that his decision was based in his belief that politics, not competence, determines one's success in his field in Italy, arguing "We're missing basic meritocracy and generational turnover."
