Andrey Makarov is a Russian politician and diplomat who served as the Minister of Foreign Affairs of the Russian Federation from 2004 to 2011. He was born in Moscow, Russia, and graduated from the Moscow State Institute of International Relations in 1977.
Makarov began his career in the Soviet Foreign Ministry in 1977, and served in various diplomatic posts in the United States, Canada, and the United Kingdom. He was appointed Deputy Minister of Foreign Affairs in 1998, and was promoted to Minister of Foreign Affairs in 2004.
During his tenure as Minister of Foreign Affairs, Makarov was a key figure in the negotiations that led to the Treaty on Conventional Armed Forces in Europe, and was also involved in the negotiations that led to the Treaty of Lisbon. He also played a key role in the negotiations that led to the 2008 Russo-Georgian War.
Makarov retired from the Ministry of Foreign Affairs in 2011, and was appointed as an advisor to the President of the Russian Federation in 2012. He is currently a member of the Council of the Valdai Discussion Club, and is a member of the Board of Trustees of the Moscow State Institute of International Relations.
