Composer, arranger, conductor, and co-leader (with Eddie Sauter) of the Sauter-Finegan Orchestra, 1952-1957. He studied music at the Paris Conservatory, and privately with Rudolph Wintrop, Elizabeth Connolly, Stefan Wolpe, and Valerie Soudere.

He arranged for the Glenn Miller Orchestra between 1938 and 1942, and for the Tommy Dorsey Orchestra from then until 1952, and he made many recordings. He also wrote much special material for radio and television.
