He attended the University of Nevada, Reno, and graduated with a degree in political science. Thomas served in the Nevada Assembly from 1967 to 1971 and in the Nevada Senate from 1971 to 1975. He was a member of the Republican Party. Thomas was a strong advocate for education reform and was instrumental in the passage of the Nevada Education Reform Act of 1971. He also sponsored legislation to create the Nevada State Library and Archives. Thomas was a member of the Nevada State Board of Education from 1975 to 1979. He was also a member of the Nevada State Board of Regents from 1979 to 1983. Thomas is 87 years old and is married to his wife, Mary. He has two children, Robert and Susan.
