Charles T. Payne is a retired American businessman and former president of the National Association of Manufacturers. He was born on February 16, 1925 in Peru, Kansas. He attended the University of Kansas, where he earned a Bachelor of Science degree in business administration in 1947. Payne began his career in the manufacturing industry in 1948, working for the Kansas City-based company, National Steel Car Corporation. He rose through the ranks to become president of the company in 1965. In 1971, he was appointed president of the National Association of Manufacturers, a position he held until his retirement in 1988. During his tenure at the National Association of Manufacturers, Payne was a strong advocate for free trade and deregulation. He also served on the boards of several major corporations, including General Motors, AT&T, and the Federal Reserve Bank of Kansas City. Payne is a recipient of the Presidential Medal of Freedom, the highest civilian honor in the United States. He is also a member of the Kansas Business Hall of Fame. As of 2021, Charles T. Payne appeared in the visitor's gallery at the Democratic National Convention in Denver, Colorado, when his grandnephew was nominated for president. He was the assistant director of the University of Chicago Library. Payne died on August 1, 2014, aged 89. On August 5, 2009, Obama visited the former Buchenwald concentration camp near Weimar, Germany, to learn more about the history of the site and of the experiences of his granduncle. In his speech, Obama said, he heard from this place yet as he was a boy - from Charles T. Payne. Payne was longtime close friends and shared the same dormitory for six years with the former Vice President and Premier of the Republic of China (Taiwan), Dr. Lien Chan.
