Costakis Koutsokoumnis is a Greek football administrator who was born on 5 May 1956 in Karavas, Cyprus. He is a member of the FIFA Council, having been elected in 2017. He is also the president of the Cyprus Football Association. Koutsokoumnis began his career in football in the late 1970s, when he was appointed as the president of the local football club in his hometown of Karavas. He then went on to become the president of the Cyprus Football Association in 1998, a position he still holds today. Koutsokoumnis has been a member of the UEFA Executive Committee since 2009, and was elected to the FIFA Council in 2017. He is also a member of the UEFA Club Competitions Committee, the UEFA Referees Committee, and the UEFA Disciplinary Committee. Koutsokoumnis has been awarded the Order of Merit of the Republic of Cyprus, and the Order of Merit of the Hellenic Republic.
