He was elected to the National Assembly in 1996 and served as the President of the Assembly from 1998 to 2000. In 2000, Luzuriaga was elected as the Mayor of Loja, a position he held until 2004. He then served as the Minister of Government from 2004 to 2005. In 2006, he was elected to the National Congress and served as the President of the Congress from 2008 to 2009. Luzuriaga is currently the President of the Social Christian Party. He is also a member of the National Electoral Council and the National Electoral Court. Luzuriaga is married and has two children.
