She studied library science at the University of Dortmund and received her diploma in 1979. Niggemann began her career as a librarian at the Dortmund City Library in 1979. She then moved to the German National Library in Frankfurt in 1984, where she held various positions, including head of the library's cataloguing department. In 1999, she was appointed director general of the German National Library, a position she held until 2019. Niggemann has been a member of the German Library Association since 1984 and has served on the board of the International Federation of Library Associations and Institutions since 2002. She has also served on the board of the German Research Foundation since 2005. Niggemann is married and has two children. Niggemann started her career in libraries in 1987 at the German National Library of Medicine as head of the acquisitions department. In 1989 she became head of cataloguing and subject indexing at the University and State Library at the Heinrich Heine University Düsseldorf; in 1994 she became director of that library. From 1990 to 1995 she also lectured in library and information science at Heinrich Heine University.
