Francis J. Boyle is an American lawyer and professor of international law at the University of Illinois College of Law. He is best known for his work on the Biological Weapons Convention, the International Criminal Court, and the International Court of Justice. He has also written extensively on the law of war, human rights, and international law. Boyle was born in Providence, Rhode Island, and attended Harvard College, graduating magna cum laude in 1969. He then attended Harvard Law School, where he was an editor of the Harvard Law Review. After graduating in 1972, he clerked for Judge David L. Bazelon of the United States Court of Appeals for the District of Columbia Circuit. Boyle has held a number of positions in the United States government, including as a consultant to the U.S. Arms Control and Disarmament Agency and as a member of the U.S. delegation to the United Nations General Assembly. He has also served as a consultant to the United Nations Institute for Disarmament Research and as a member of the U.S. delegation to the United Nations Conference on the Law of the Sea. Boyle has written numerous books and articles on international law, including Foundations of World Order: The Legalist Approach to International Relations (Duke University Press, 1999), The Criminality of Nuclear Deterrence (Oxford University Press, 1988), and Destroying World Order (Clarity Press, 2004). He is also the author of the widely used textbook International Law and World Order: A Problem-Oriented Coursebook (West Academic, 5th ed. 2018). As of 2021, Francis J. Boyle is 79 years old. On May 2, 1977, Boyle was nominated by President Jimmy Carter to a seat on the United States District Court for the District of Rhode Island vacated by Judge Edward William Day. Boyle was confirmed by the United States Senate on June 30, 1977, and received his commission on July 1, 1977. He served as Chief Judge from 1982 to 1992, assuming senior status on December 1, 1992. Boyle served in that capacity until his death, on September 11, 2006, in Newport.
