Gabriel Montenegro Gutiérrez was a Salvadoran politician and diplomat who served as the President of El Salvador from 1962 to 1967. He was born in Santa Ana, El Salvador, to a family of modest means. He studied law at the University of El Salvador and graduated in 1950. He began his political career in the 1950s, when he was elected to the National Assembly of El Salvador. He was later appointed Minister of Foreign Affairs in 1960. In 1962, he was elected President of El Salvador and served until 1967. During his presidency, he implemented a number of reforms, including the creation of the Central Bank of El Salvador and the National Institute of Agrarian Reform. After leaving office, Montenegro Gutiérrez served as Ambassador to the United States from 1967 to 1969. He also served as Ambassador to the United Nations from 1969 to 1971. In addition, he was a member of the Central American Parliament from 1971 to 1974. In his later years, Montenegro Gutiérrez was a professor at the University of El Salvador and a member of the Salvadoran Academy of History. He died on April 15, 2015, at the age of 89.
