Hallstein Rasmussen was a Norwegian civil servant who served as the first Secretary-General of the European Free Trade Association (EFTA) from 1960 to 1972. He was also the first President of the EFTA Court from 1973 to 1979. Rasmussen was born on 22 April 1925 in Fræna, Norway. He studied law at the University of Oslo and graduated in 1950. He then worked as a lawyer in Oslo until 1960. Rasmussen was appointed as the first Secretary-General of the EFTA in 1960 and served in this position until 1972. During his tenure, he was instrumental in the establishment of the EFTA Court and the EFTA Surveillance Authority. Rasmussen was also the first President of the EFTA Court from 1973 to 1979. He was also a member of the Norwegian Nobel Committee from 1975 to 1981. Rasmussen was awarded the Grand Cross of the Order of St. Olav in 1972 and the Grand Cross of the Order of Merit of the Federal Republic of Germany in 1979. Rasmussen died on 28 April 2016 at the age of 91.
