Hulda Shipanga was educated at the University of South Africa and the University of London. She was a teacher before entering politics. She was a member of the South West Africa People's Organization (SWAPO) and was elected to the National Assembly in 1989. In 1990, Hulda Shipanga was appointed Minister of Education in the first Namibian government. She held the position until 1995.
