She was born on 28 November 1957 in Moldova. Iuliana Gorea-Costin graduated from the State University of Moldova in 1979 with a degree in international law. She then went on to pursue a career in diplomacy, serving as the Ambassador of Moldova to the United Kingdom from 1997 to 2001.
