Perry attended Cleveland State University, where she earned a Bachelor of Arts degree in political science. She then attended the University of Southern California, where she earned a Master of Public Administration degree. Perry began her career in public service in the early 1980s, when she was appointed to the Los Angeles County Commission on Children and Families. She then served as the executive director of the Los Angeles Community Design Center from 1988 to 2001. In 2001, Perry was elected to the Los Angeles City Council, representing the 9th District. She was re-elected in 2005 and 2009. During her tenure, she was a strong advocate for economic development, public safety, and transportation. In 2013, Perry ran for Mayor of Los Angeles, but was defeated in the primary election. As of 2021, Jan Perry is 65 years old. Jan Perry was the General Manager of the Los Angeles Economic & Workforce Development Department (EWDD) of the City of Los Angeles. Initially appointed as Interim General Manager of the Los Angeles Economic & Workforce Development Department (EWDD) in July, 2013 by Los Angeles Mayor Eric Garcetti. She was named General Manager in November, 2013. She stepped down at the end of 2018.

The project includes storm water pre-treatment, storm water treatment wetlands of approximately 4 acres, open park space, and a parking lot sloped to drain into the wetlands. The project also provides for wildlife viewing, and educational opportunities. The project was completed in December, 2011.
