Claudio was born in Pasay, Rizal, Philippines on 15 June 1927. He attended the University of the Philippines and graduated with a degree in law in 1951. Claudio began his political career in 1987 when he was elected to the Philippine House of Representatives. He served in the House until 1998 when he was elected to the Philippine Senate. He served in the Senate until 2007. Claudio is married to his wife, Maria, and they have three children. Claudio is a member of the Liberal Party of the Philippines and is a staunch advocate of human rights. He has been a vocal critic of the government's war on drugs and has called for an end to extrajudicial killings. Claudio has an estimated net worth of $2 million.
