Julia Dolly Joiner is a Gambian politician and diplomat who served as the Minister of Foreign Affairs and International Cooperation from 2017 to 2018. She was born on 11 November 1956 in The Gambia. Joiner attended the University of Ghana, Legon, where she obtained a Bachelor of Arts degree in Political Science and a Master of Arts degree in International Relations. She also holds a Master of Science degree in International Relations from the London School of Economics and Political Science. Joiner began her career in the Gambian civil service in the 1980s, serving in various capacities in the Ministry of Foreign Affairs and International Cooperation. She was appointed as the Gambian Ambassador to the United States in 1997, and served in that capacity until 2001. In 2017, Joiner was appointed as the Minister of Foreign Affairs and International Cooperation, a position she held until 2018. She is currently the Chairperson of the African Union's Committee of Permanent Representatives. Joiner is married and has two children.
