He has also served as the British Ambassador to the United States from 2006 to 2009. Serra studied at the University of Oxford, where he earned a degree in Modern History. He then went on to pursue a career in diplomacy, joining the British Foreign and Commonwealth Office in 1979. He has held a number of diplomatic posts, including serving as the British Ambassador to the United Nations from 2002 to 2006 and the British Ambassador to the United States from 2006 to 2009. Serra is the author of several books, including The Diplomat's Handbook (2005) and The Art of Diplomacy (2009).
