She is the daughter of Russian immigrants, and she attended the University of Chicago, where she earned a degree in political science. In the 1950s, Balanoff became involved in the civil rights movement and was a leader in the Chicago chapter of the Congress of Racial Equality. She was also active in the anti-war movement and the women's liberation movement. In the 1970s, Balanoff was elected to the Illinois House of Representatives, where she served for two terms. She was the first woman to serve as the Majority Leader of the House. She was also the first woman to serve as the chair of the Illinois Democratic Party. In the 1980s, Balanoff was appointed to the Illinois State Board of Education, where she served for two terms.
