Timeline
On 31 March 2020, FIR was filed against Kandhlawi and others by Delhi Police Crime Branch under Section 3 (the penalty for offence) of the Epidemic Diseases Act, 1897 and Sections 269 (Negligent act likely to spread infection of disease), 270 (malignant act likely to spread infection of disease), 271 (disobedience to quarantine rule) and 120b (punishment of criminal conspiracy) of the IPC. After Kandhlawi and five associates named in the FIR went missing, Crime Branch began conducting raids on possible hideouts in Delhi and Uttar Pradesh.
Former head of the Tablighi Jamat Inamul Hasan Kandhlawi had formed a 10-member legislation before his death in 1995 to look after the Tablighi Jamat affairs and this legislation (commonly shura) was intact until 2015. Most of the scholars in this group passed away during these 20 years including Zubair ul Hassan Kandhlawi. A meeting was held in Raiwind Markaz on 16 November 2015 to fill up the vacant spaces of the shura legislation and a new shura consisting of 13 members including Muhammad Abdul Wahhab was formed. Kandhlawi did not agree with this shura and declared himself as the head of Tablighi Jamat.
Amid Coronavirus Lockdown, a number of patients from Nizamuddin were tested to be positive for coronavirus, which resulted in Delhi Government registering an FIR against Kandhlawi for arranging a Tablighi Jamat program despite restriction of such gatherings after March 16 at the Nizamuddin Markaz. They had also sought help from authorities for vacating the premises on March 25. The Nizamuddin Markaz's calendar shows three events scheduled during March: Aalmi Mashwara (international executive committee meeting) during 8–10 March, and provincial gatherings Andhra Pradesh jod during 15–17 March and Tamil Nadu jod during 22–24 March.
He completed his Dars-e-Nizami studies from Madrasa Kashiful Uloom at Nizamuddin Markaz, New Delhi in 1987.
