He was born in Nurobod, Uzbekistan, and graduated from the Tashkent State University of Economics in 1981. Belyalov began his career in the Soviet Union's Ministry of Finance in 1981, and then served as the Deputy Minister of Finance from 1991 to 1995. He then served as the Minister of Finance from 1995 to 2003, and as the Minister of Economy from 2003 to 2016. In 2016, Belyalov was appointed as the Prime Minister of Uzbekistan by President Shavkat Mirziyoyev. He has since been credited with introducing a number of economic reforms, including the liberalization of the currency exchange rate, the privatization of state-owned enterprises, and the introduction of a new tax code.
