He continued as medical director of the foundation until 1981 and then was a board member until 2008.

1965

When the Mental Health Film Board in cooperation with the National Institute of Mental Health planned to make a documentary about community mental health in 1965, the Penn Foundation's facilities in Sellersville, Pennsylvania were selected as a model center and a film location, and Loux became a consultant on the film.

1955

He then returned to Pennsylvania in 1955 to become medical director of the Penn Foundation for Mental Health (now Penn Foundation Behavioral Health Services) in Montgomery County, Pennsylvania. Loux was a member of the Mennonite Church, which is significant only because many Mennonites, as conscientious objectors during World War II, became orderlies in psychiatric hospitals as an alternative to military service. They found conditions in these facilities so "deplorable and barbaric" that the Mennonite Church became a sponsor of alternative mental health services.

1954

In July 1954, Loux wrote a seven-page white paper outlining his plan for a community mental health center. The implementation of this plan became Penn Foundation.

1948

He graduated from Hahnemann Medical College (now Drexel University College of Medicine) in 1948 and did an internship in general medicine, but decided to change his specialty to psychiatry. His residencies included Yale Psychiatric Institute (now Yale New Haven Psychiatric Hospital) and Butler Hospital in Providence, Rhode Island.

He was the youngest of their three sons and grew up in Franconia, Pennsylvania where his family had a farm. He married Esther Elizabeth Kraus Brunk on 4 January 1941.
