He graduated from the Zaporizhia State University in 1977 with a degree in economics. Medvedko began his political career in the Communist Party of Ukraine in the late 1980s. He was elected to the Verkhovna Rada (Ukraine's parliament) in 1990 and served as a deputy until 1994. In 1994, he was appointed as the Minister of Economy of Ukraine and held the position until 1997. In 1997, Medvedko was appointed as the Prime Minister of Ukraine, a position he held until 1999. During his tenure, he was credited with stabilizing the Ukrainian economy and introducing a number of economic reforms.
