Ortiz studied law at the University of Buenos Aires and graduated in 1978. He then went on to become a professor of constitutional law at the same university. In 1983, Ortiz was elected to the Argentine Chamber of Deputies, where he served until 1989. He then served as a member of the Argentine Senate from 1989 to 1995. In 1995, Ortiz was appointed Minister of Justice and Human Rights by President Carlos Menem. He served in this position until 1999. In 2003, Ortiz was elected Governor of Buenos Aires Province, a position he held until 2007. He was re-elected in 2019 and is currently serving his second term.
