He is the son of former Major League Baseball player Tim Raines Sr. He was born on August 31, 1979 in Memphis, Tennessee. Raines Jr. attended the University of Tennessee, where he played college baseball for the Volunteers. He was drafted by the Atlanta Braves in the fourth round of the 2001 Major League Baseball Draft. He made his Major League debut with the Braves in 2004. Raines Jr. has played for the Braves, the Florida Marlins, the Washington Nationals, and the Baltimore Orioles. He is a career .269 hitter with a .743 OPS. He has also stolen over 200 bases in his career. Raines Jr. is married to his wife, Jennifer, and they have two children. He was with the Baltimore Orioles organization through 2005, playing for the Orioles in 2001 and 2003-2004. He played for the New Orleans Zephyrs and Harrisburg Senators in 2006. Like his father; Raines is a switch-hitter and throws right-handed. He became a free agent at the end of the 2008 season.
