Slepak graduated from the Moscow Power Engineering Institute in 1950 and worked as an engineer in the Soviet Union until his retirement in 1987. He was a member of the Moscow Helsinki Group, a human rights organization, and was arrested in 1978 for his activism. He was sentenced to five years of internal exile in Siberia, but was released in 1983. Slepak and his family were allowed to emigrate to the United States in 1987. He has since become a prominent figure in the Russian-American Jewish community, and has been honored by the United States Congress for his activism. Slepak is 88 years old.
