He was born in the village of Wabag, Enga Province, and attended the University of Papua New Guinea, where he graduated with a Bachelor of Arts degree in Economics and Political Science. Kali began his political career in the 1980s, when he was elected to the National Parliament of Papua New Guinea. He served as Minister for Finance and Treasury from 1988 to 1992, and as Minister for Foreign Affairs from 1992 to 1994. He was also the leader of the People's National Congress Party from 1994 to 2002. Kali was elected Prime Minister of Papua New Guinea in 2019, and has since focused on improving the country's economy and infrastructure. He has also worked to improve the country's education system, and has implemented a number of reforms to reduce corruption and improve transparency.
