Say attended the University of Hawaii at Manoa, where he earned a Bachelor of Arts degree in political science. He then attended the University of Hawaii at Hilo, where he earned a Master of Arts degree in political science. Say was first elected to the Hawaii House of Representatives in 1982 and served until 2016. During his time in office, he served as the House Majority Leader from 1994 to 1998 and as the House Speaker from 1998 to 2002. Say is married to his wife, Linda, and they have two children. He served as Speaker of the House for 13 years until 2013, when he was replaced by Joseph M. Souki (who was himself a former Speaker).
