Carmel Cacopardo is a Maltese politician, architect, and civil engineer. He is the leader of Alternattiva Demokratika, the Green Party of Malta. He was born on 5 March 1956 in Malta. Cacopardo studied architecture and civil engineering at the University of Malta, and later obtained a master's degree in urban planning from the University of Rome. He has worked as an architect and civil engineer in Malta and abroad. Cacopardo has been active in environmental activism since the 1980s, and was a founding member of the environmental NGO Moviment Graffitti in 1989. He was elected to the Maltese Parliament in 1996, and has been re-elected in every election since then. He has served as a Member of the European Parliament from 2004 to 2009. Cacopardo is married to Maria Cacopardo, and they have two children. He is an avid cyclist and enjoys swimming and sailing.

In 2006 Cacopardo published a book called Time For Radical Change, based on the research on the introduction of eco-contribution in Malta. He was a student at the University of Malta President of SDM (Maltese Democrat Students) and KSU President (of the University Students' Council).

Cacopardo was a member of the Nationalist Party. He contested in the general elections of 1987, 1992, 1996 under the PN ticket. For 12 years he was a member of the PN Executive Committee. He also occupied the posts of Information Secretary, Assistant Secretary-General and an Executive President of the Council of the PN. He was also a Secretary of MŻPN (The Youth Movement of PN).
