Carol Baker Tharp is a General Manager of the City of Los Angeles Department of Neighborhood Empowerment. She has been in this position since 2011. She is responsible for the development and implementation of the department's strategic plan, which includes the development of neighborhood councils, community-based organizations, and other initiatives to empower local communities. Tharp has a Bachelor of Arts degree in Political Science from the University of South Carolina and a Master of Public Administration from the University of Southern California. She has also completed the Executive Leadership Program at the University of California, Los Angeles. Prior to her current position, Tharp served as the Deputy Director of the Los Angeles Department of Neighborhood Empowerment from 2006 to 2011. She also served as the Director of the Los Angeles Department of Neighborhood Empowerment from 2001 to 2006. Tharp has been recognized for her work in the community, receiving the Los Angeles County Board of Supervisors' Women of the Year Award in 2011 and the Los Angeles City Council's Women of the Year Award in 2012. She is also a member of the Los Angeles County Commission on Women and Girls.
