David Owen is a British politician and former Member of Parliament who served as the leader of the Social Democratic Party from 1983 to 1987. He was born on 2 July 1938 in Plympton, Plymouth, United Kingdom. He is the son of Welsh parents, Arthur Owen and Gladys Owen. He attended the University of Oxford, where he studied medicine and graduated with a Bachelor of Medicine and Bachelor of Surgery in 1962. He was elected to the House of Commons in 1966 as a Labour Party Member of Parliament for the Plymouth Sutton constituency. He served as a minister in the Labour government of Harold Wilson and James Callaghan from 1974 to 1979. In 1981, he left the Labour Party and co-founded the Social Democratic Party (SDP). He served as the leader of the SDP from 1983 to 1987. In 1992, he was made a life peer and was appointed to the House of Lords as Baron Owen, of the City of Plymouth. He has since served as a crossbench peer in the House of Lords. He has also served as a mediator in the Bosnian War and as a special envoy for the Quartet on the Middle East.
