Djoomart Otorbaev is a Kyrgyz politician who served as Prime Minister of Kyrgyzstan from 2011 to 2014. He was born in Bishkek, Kyrgyzstan, and graduated from the Kyrgyz State University in 1978. He then went on to work in various positions in the Kyrgyz government, including as Minister of Economy and Finance from 2005 to 2007. In 2011, Otorbaev was appointed Prime Minister of Kyrgyzstan by President Almazbek Atambayev. During his tenure, he oversaw the implementation of a number of economic reforms, including the introduction of a new tax code and the privatization of state-owned enterprises. He also worked to improve Kyrgyzstan's relations with its neighbors, including Russia and China. In 2014, Otorbaev resigned as Prime Minister and was succeeded by Temir Sariyev. Since then, he has served as an advisor to the President of Kyrgyzstan and as a member of the Kyrgyz Parliament. Otorbaev was born on August 18, 1955 in Frunze (now Bishkek) to a family of scientists. His father, Professor Kaip Otorbaev, was a former rector at Kyrgyz National University, while his mother, Professor Maria Nanaeva, worked as a head of department at the Kyrgyz State Medical Academy. In 1978 he graduated with honours from Leningrad State University with a degree in physics, and received his PhD in 1981 at the Lebedev Physical Institute of the USSR Academy of Sciences (Moscow). In 1989 he received the degree of Doctor of Sciences at the Institute of General Physics USSR Academy of Sciences (Moscow). In 1990 he received the degree of Professor of Physics from the High Attestation Commission (VAK) of the USSR. From 1981 to 2005 he worked as a junior, senior researcher, then head of the laboratory of the National Academy of Sciences of Kyrgyzstan. From 1985 to 1996 - teacher, senior lecturer, professor of the Kyrgyz State University. From 1996 to 2005 - he became a professor at the Kyrgyz-Russian Slavic University. Between 1992 and 1996 he was working as an invited Professor at the Department of Physics, Eindhoven University of Technology (the Netherlands).
