He also won a gold medal at the 1983 World Championships in Helsinki. Kovtsun has also won numerous medals at the European Championships, including a gold medal in the discus throw at the 1982 European Championships in Athens. Kovtsun is currently the president of the Ukrainian Athletics Federation. He is also a member of the International Association of Athletics Federations (IAAF) Council.
