He was born on 19 May 1927 in New Haven, Connecticut. Smith attended the University of Connecticut, where he earned a Bachelor of Arts degree in political science. He then attended the University of Connecticut School of Law, where he earned a Juris Doctor degree. Smith was first elected to the Connecticut House of Representatives in 1967 and served until 1971. He was a member of the Democratic Party. Smith was a member of the New Haven Board of Aldermen from 1971 to 1975. He was also a member of the New Haven Board of Education from 1975 to 1979. Smith was a member of the Connecticut Senate from 1979 to 1983. He was a member of the Connecticut House of Representatives from 1983 to 1987. Smith was a member of the Connecticut Senate from 1987 to 1991. He was a member of the Connecticut House of Representatives from 1991 to 1995. Smith is currently 83 years old.
