Eivind Hjelmtveit is a Norwegian administrator who served as the Director-General of the Norwegian Agency for Development Cooperation (NORAD) from 1982 to 1992. He was born on 16 August 1926 in Bergen, Norway. Hjelmtveit studied economics at the University of Oslo and graduated in 1951. He then worked as a research assistant at the Norwegian Institute of International Affairs from 1951 to 1954. He then worked as a research assistant at the Norwegian Institute of International Affairs from 1954 to 1956. Hjelmtveit was appointed as the Director-General of NORAD in 1982 and served in this position until 1992. During his tenure, he was responsible for the development of NORAD's aid programs and the implementation of the Norwegian government's foreign aid policy. Hjelmtveit has also served as a board member of several organizations, including the Norwegian Institute of International Affairs, the Norwegian Refugee Council, and the Norwegian Red Cross.
