El Tari was born in Timor, Dutch East Indies, on 17 April 1926. He was educated at the University of Indonesia and the University of Amsterdam. He was a member of the Indonesian National Party (PNI) and served as a member of the People's Representative Council from 1955 to 1959. He was a member of the Indonesian delegation to the United Nations in New York from 1959 to 1962. He was also a member of the Indonesian delegation to the United Nations in Geneva from 1962 to 1965. In 1965, El Tari was appointed as the Minister of Foreign Affairs in the cabinet of President Sukarno. He served in this position until 1967. He was also a member of the Supreme Advisory Council from 1967 to 1968. In 1968, El Tari was appointed as the Minister of Information in the cabinet of President Suharto. He served in this position until 1971. El Tari was a member of the People's Consultative Assembly from 1971 to 1973. He was also a member of the People's Representative Council from 1973 to 1978. El Tari is currently retired and lives in Jakarta, Indonesia. He is married and has two children. El Tari's net worth is estimated to be around $2 million.
