Emmanuel Welbeck Nortey was born in Ghana on 8 August 1926. He is a politician and a member of the National Democratic Congress. He was a Member of Parliament for the Akuapem North Constituency from 1992 to 2000. He was also a Minister of State in the Ministry of Education from 1997 to 2000. Nortey was educated at the University of Ghana, Legon, where he obtained a Bachelor of Arts degree in Political Science and a Master of Arts degree in International Relations. He also holds a Doctor of Philosophy degree in International Relations from the University of London. Nortey has served in various capacities in the Ghanaian government, including as a Member of Parliament, Minister of State, and Ambassador to the United States. He is currently a member of the Council of State, a body of eminent persons appointed by the President of Ghana to advise him on matters of state. Nortey is married to Mrs. Comfort Nortey and they have four children. He is 97 years old.
