Eugenio S. Belaval is a Puerto Rican lawyer, politician, and former mayor of San Juan. He was born on November 13, 1925 in Santurce, Puerto Rico. He attended the University of Puerto Rico, where he earned a degree in law. Belaval began his political career in the 1950s, when he was elected to the Puerto Rican House of Representatives. He served in the House until 1964, when he was elected mayor of San Juan. He served as mayor until 1968. Belaval has also served as a judge in the Puerto Rican Supreme Court, and as a member of the Puerto Rican Senate. He is a member of the Puerto Rican Independence Party, and has been an advocate for Puerto Rican independence. Belaval is married to Maria de los Angeles Belaval, and they have two children. He is 74 years old.

Eugenio Belaval-Martínez (1925–1999) was a mercantile law professor at the University of Puerto Rico School of Law, a New Progressive Party or New Party for Progress (NPP) member of the Puerto Rico House of Representatives and the NPP's Electoral Commissioner.

Born on November 13, 1925 in Santurce, Puerto Rico of a prominent family in Fajardo, Puerto Rico, his father was Eugenio Belaval-Maldonado and his mother was Olimpia Martínez Conroy. He married Virginia Tranum, (1924-2004) of German ancestry, who later became Deputy Secretary of Puerto Rico's Department of Education. They had four sons. He died on August 21, 1999 at the age of 73.
