He is the son of former Prime Minister Per Borten and his wife, Inger Borten. Stang attended the University of Oslo, where he earned a degree in political science. He then went on to work as a political advisor for the Norwegian Labour Party. In 1989, he was elected to the Oslo City Council, and in 1995 he was elected to the Norwegian Parliament. In 2007, Stang was elected Mayor of Oslo, a position he held until 2015. During his tenure, he was credited with improving the city's infrastructure and public transportation system. He also worked to reduce poverty and improve the quality of life for Oslo's citizens. Stang is married to Anne-Lise Stang, and they have two children.
