Fawzi Abdullah al-Qaisi was born in 1926 in Iraq. He is an economist and has served as the Minister of Finance in Iraq from 1965 to 1967. He was also the Governor of the Central Bank of Iraq from 1967 to 1969. Al-Qaisi received his bachelor's degree in economics from the University of Baghdad in 1950. He then went on to pursue a master's degree in economics from the University of London in 1954. Al-Qaisi has held various positions in the Iraqi government, including the Minister of Finance from 1965 to 1967 and the Governor of the Central Bank of Iraq from 1967 to 1969. He has also served as an advisor to the Iraqi government on economic and financial matters. Al-Qaisi is currently a professor of economics at the University of Baghdad. He is also a member of the Iraqi Academy of Sciences and a member of the Arab Monetary Fund. Al-Qaisi is married and has three children. His net worth is estimated to be around $2 million.

He was also a Dean of the Faculty of Management and Economics at the University of Baghdad, then a general manager of the Rafidain Bank for the period 1968–1970, after that a manager of the Arab French Bank, then governor of the Central Bank of Iraq for the period from 12 May 1973 to 29 December 1975 and finally Minister of Finance, succeeding Saadi Ibrahim, who died on October 8, 1975, and remained in office until his death in 1979.
