Bader received his episcopal consecration on 17 July 2008 from the Latin Patriarch of Jerusalem Fouad Twal, with co-consecrators Patriarch Emeritus Michel Sabbah and Archbishop Henri Teissier.

Bader earned a doctorate in civil law from Damascus University in 1979 and then attended the Lateran Pontifical University in Rome where he earned a doctorate degree in philosophy in 1985 and a doctorate in church and civil law in 1986. He is the author of several books and speaks seven languages.

Bader was ordained a priest by Neemah Simaan, Auxiliary Bishop of Jerusalem and Patriarchal Vicar for Jordan, on 13 June 1975 in Jabal al-Weibdeh, Amman. His first assignment was as parish priest of Christ the King parish in Al-Misdar in central Amman.

Ghaleb Moussa Abdalla Bader (Arabic: غالب موسى عبد الله بدر; born 22 July 1951) is a Jordanian prelate of the Catholic Church who has been the Apostolic Nuncio to the Dominican Republic and Apostolic Delegate to Puerto Rico since 2017. He was Archbishop of Algiers from 2008 to 2015.
