After college, he worked as a teacher and coach in the Whitefield school system. In 1972, Burns was elected to the New Hampshire House of Representatives. He served in the House for 10 years, from 1972 to 1982. During his time in the House, he served on the Education, Ways and Means, and Rules committees. In 1982, Burns was elected to the New Hampshire Senate, where he served until his retirement in 1992. During his time in the Senate, he served on the Education, Finance, and Rules committees.
