Jānis Backāns was a Latvian politician and diplomat who served as the Prime Minister of Latvia from 1990 to 1993. He was born in Feimaņi Parish, Latvia, on 23 June 1925. Backāns studied at the University of Latvia, graduating in 1949 with a degree in law. He then worked as a lawyer in Riga, and in 1956 he was elected to the Latvian Supreme Soviet. He served as a deputy chairman of the Supreme Soviet from 1959 to 1962, and then as a member of the Central Committee of the Latvian Communist Party from 1962 to 1988. In 1990, Backāns was appointed Prime Minister of Latvia, and he served in this role until 1993. During his tenure, he oversaw the transition of Latvia from a Soviet republic to an independent nation. He also worked to improve Latvia's relations with other countries, and to promote economic reform. After leaving office, Backāns continued to be active in politics, serving as a member of the Latvian Parliament from 1995 to 1998. He also served as Latvia's ambassador to the United States from 1998 to 2002. Backāns died on 28 April 2014, at the age of 88. He was survived by his wife, two sons, and two daughters.
