After high school, he enlisted in the United States Navy and served in the Pacific Theater during World War II. After the war, he attended Florida A&M University, where he earned a Bachelor of Science degree in Business Administration in 1950. He began his career in public service in 1951 when he was elected to the Orlando City Council. He served on the council for four years before being elected to the Florida House of Representatives in 1955. He served in the House for four years before being elected to the Florida Senate in 1959. He served in the Senate for eight years before being elected to the United States House of Representatives in 1967. He served in the House for four terms before retiring in 1975. During his time in Congress, he was a member of the House Committee on Banking and Currency and the House Committee on Small Business. He was also a member of the Congressional Black Caucus.
