He then attended the University of Tennessee College of Law, graduating in 1962. Duncan was elected to the U.S. House of Representatives in 1988 and served until his retirement in 2019. During his time in Congress, he was a member of the House Appropriations Committee and the House Budget Committee. He was also a member of the Republican Study Committee and the Tea Party Caucus. Duncan was a strong advocate for fiscal responsibility and limited government. He was a vocal opponent of the Affordable Care Act and the Dodd-Frank Wall Street Reform and Consumer Protection Act. He was also a strong supporter of the Second Amendment and was a vocal opponent of gun control legislation. Duncan was married to his wife, Mary, for over 50 years. They had two children together.
