Babaev was elected to the Mejlis of Turkmenistan in 2004. From 2007 to 2012, Babaev served as Deputy Speaker of the Mejlis. Since June 2008, he has been the First Deputy Chairman of the National Revival Movement of Turkmenistan and the First Secretary of the Political Council of the Democratic Party of Turkmenistan.

1996

From 1996 to 2002 Babaev was a lecturer in the Department of World Economy and International Economic Relations at Magtymguly Turkmen State University, and from 2002 to 2007 he was a senior lecturer in the Department of World Experience Studies. At the same time, he was the Deputy Dean of the Faculty of Law and International Relations of the University starting in January 2000 and served as the Dean of the Faculty of Law and International Relations from September 2000 to February 2007.

1989

From 1989 to 1991, Babaev worked in the Turkmen branch of the Labor Research Institute under the State Committee for Labour and Social Issues. He later lectured in the Department of Management and International Economic Relations in the Turkmen State Institute of Economics and Management from 1991 to 1993, and in the Department of World Economy and International Economic Relations from 1993 to 1996. In September 1991 he was appointed Deputy Dean of the Institute's Department of Commerce and Technology, and in September 1992 he was appointed Deputy Dean of the Faculty of Trade and International Economic Relations. He attended graduate school from 1993 to 1995.

Babaev was born in the village of Gämi, located a few kilometers from the capital Ashgabat, in the former Turkmen Soviet Socialist Republic, Soviet Union. He studied at the Turkmen State Institute of Economics and Management from 1983 to 1989, graduating with a degree in economics. He also served in the military from 1984 to 1986.
